Minnesota’s 2016- 2018 CCDF Plan Public Input Opportunity

DHS is requesting your input and feedback on the proposed 2016–18 Child Care and Development Fund (CCDF) Plan. The CCDF Plan describes how state and federal funds will be used to improve the health, safety, and quality of child care and development. The CCDF Plan also documents how our state will help low-income families access care for their children. Due to the 2014 reauthorization of the Child Care and Development Block Grant (CCDBG), there are significant changes which impact licensing, child care provider requirements, and the Child Care Assistance Program (CCAP).

Public Input on the CCDF Plan

There are a number of ways to learn more about Minnesota's proposed CCDF Plan and provide feedback.

On December 11, 2015, the Minnesota Department of Human Services (DHS) is holding a public hearing on the CCDF Plan. This event will take place in Saint Paul, Minnesota and is open to the public.

You may participate in the public hearing in-person, via the live-streaming online broadcast, via iTV sites throughout greater Minnesota, or by accessing the video recording of the event. During the hearing, any questions or comments may be sent to Those attending in-person or at iTV sites may also choose to voice their questions or comments in-person.

The live-stream of the hearing is accessible from almost any device with an internet connection. For those unable to view the hearing live, a recording will be available online within 24 hours after the event. It will remain available for 90 consecutive days, with convenient 24/7 access (see links below). Feedback on the proposed 2016–18 CCDF Plan will be accepted through January 11, 2015.

Plan Availability and Comment Period

The proposed 2016–18 CCDF Plan will be posted on the DHS website by December 1, 2015. Comments and questions about the proposed Plan may be emailed to or mailed to Child Development Services, Minnesota Department of Human Services, PO Box 64962, Saint Paul, MN 55164-0962 through Monday, January 11, 2015.

DHS is in the process of confirming iTV sites in greater Minnesota. They will have final confirmation within one to two weeks.

An over-flow room with a projector streaming the live broadcast of the hearing will also be available. PLEASE NOTE: R.S.V.P. is not required if you plan to attend via any other method.
